BPS Wins U.S. Dept. of Education (ED) Task Order: CCM Data Archival & Data/Document Search and Display Support

(September 20, 2024) Business Performance Systems (BPS) is proud to have been awarded a prime contract to provide the U.S. Department of Education (ED) with Controlled Correspondence Manager (CCM) Data Archival & Data/Document Search and Display Support, beating 21 other bidders. This order was solicited and competed as a full and open acquisition, awarded on GSA MAS.

Under this order, BPS will provide ED data archival and data/document search and display support for the Department’s legacy/retiring Controlled Correspondence Manager (CCM) to ensure data is available for FOIA requests. Overarching tasks include legacy data extraction and import to SharePoint, including development of data import test plan, and establishment of a training program including development of a training plan and materials, and train-the-trainer delivery to the knowledge management team.

BPS Wins National Park Service (NPS) Task Order to Provide Radio Program Support

(September 20, 2024) Business Performance Systems (BPS) is proud to have been awarded a prime contract to provide the National Park Service (NPS) with Radio Program Support.  Beating out 9 other bidders, this order was competed and awarded under our GSA MAS as a Small Business set-aside.

Under this order, BPS will provide NPS with program analysis support, including a wide variety of analytical and evaluative duties addressing the management, integration, and controls required in the execution of radio and wireless programs, project, technical and budgetary functions.

HHS Grants.gov Chatbot Implementation

BPS created a Q&A chatbot for HHS Grants.gov to improve customer service and reduce helpdesk costs. . For the HHS Grants.gov federal shared service with 2M+ registered users, we designed, developed, and implemented an intelligent Chatbot using AI/ML technologies and deployed in AWS cloud, significantly enhancing help-desk efficiency. The chatbot can answer frequently asked questions and currently handles about 4600 conversations per month at a small fraction of the cost of live phone support. It now handles 43% of total help desk call volume while operating at just 2.5% of the cost, reducing operational burden and improving service responsiveness.

BPS handled the entire chatbot project from inception through deployment, BPS defined the initial concept and obtained stakeholder buy-in. We collected and analyzed information from helpdesk scripts, call logs, FAQs, and the Grants.gov website to identify common support requests and appropriate responses. We developed the chatbot widget and server to manage conversations, format responses, and log diagnostic information. We supported security assessments and deployment processes. We coordinated and conducted a series of internal and public evaluations to assess the effectiveness of the chatbot and level of acceptance by users. We continue to operate and refine the chatbot, and provide the program with performance metrics that include usage and customer satisfaction.

BPS Wins U.S. Department of the Interior (DOI) Task Order to Provide SME Support Services

(December 20, 2022) Business Performance Systems (BPS) is proud to have been awarded a prime contract to provide the DOI’s Office of Wildland Fire (OWF) with SME support services. This order was competed and awarded under the $44M, 5-year IT Advisory & Business Performance Support Services BPA.

Under this order, BPS will provide OWF with data analysis and systems architecture management subject matter expertise for the development and oversight of Data and business systems, architecture development, and coordination and standardization initiatives for fuels and post-fire management projects. This includes supporting OWF stakeholders with day-to-day operations which address the refinement and incorporation of data elements (i.e., geospatial, enterprise data, authoritative data sources, etc.), business requirements, and modern systems architecture requirements leading to the development, integration and acceptance of fuels and post-fire management systems for the interagency wildland fire community. BPS SME’s ensure application development aligns with broader strategic OWF and interagency vision, mission, goals/objectives, evaluates resource needs and gaps, and makes recommendations for closing those gaps.

BPS Wins 2nd BPA Task Order on DOI ITA-BPSS BPA to Provide PIB with Cloud PM Support

(August 26, 2021) Business Performance Systems (BPS) is proud to have been awarded a 2nd prime contract to provide DOI’s Program Integration Branch (PIB) Cloud, Cloud System Owner, and DCOI Programs with IT project and program support services.  This order was competed and awarded under the recently awarded, $44M, 5-year IT Advisory & Business Performance Support Services BPA.

The DOI Cloud Program is responsible for managing intake, reviewing business requirements, and triaging procurement requests utilizing DOI pre-approved contracts and enterprise licenses.  The Cloud Program provides shared security services including continuous monitoring for eight cloud service providers, and acquisition services for a portfolio valued at approximately $275 million.  The DCOI Program is responsible for reporting and oversight of the implementation of DOI’s DCOI initiative. This includes interpreting OMB guidance, developing metrics collection templates, compiling bureau-level metrics into DOI-wide reports, managing databases, and reporting metrics to OMB.

Under this order, BPS will provide a broad range of program/project management services in support of the OCIO’s mission of providing efficient, effective, governance and cloud and hosting portfolio and investment management functions.  This will include PM services during all phases of the acquisitions planning and procurement execution phases of new cloud procurement, maintaining inventory database and document libraries, intake and acquisition package review, tracking and coordinating system owner security responsibilities (A&A for enterprise cloud instances, working with the ISSO to perform and report security validations), and data compilation, analysis, dashboarding, and related for DCOI reporting requirements.

BPS Wins U.S. Department of the Interior (DOI) Day 1 Task Order to Provide IT Project & Program Management Support to OCIO

(April 28, 2021) Business Performance Systems (BPS) is proud to have been awarded a prime contract to provide DOI’s Principal Deputy CIO (PDCIO) and Cybersecurity Division (CSD) with IT project and program support services.  This order was competed and awarded under the newly established and recently won, $44M, 5-year IT Advisory & Business Performance Support Services BPA.

Under this order, BPS will provide a broad range of program/project management activities in support of the OCIO’s mission of providing efficient, effective, governance and cloud and hosting portfolio and investment management functions.  This includes supporting OCIO in its efforts to identify and implement organizational performance improvements through effective planning, coordination, and control in order to meet long term program goals and deliverables.

BPS will perform on-going and ad hoc project management support for federal staff involved in organizational standardization/change programs, technology implementation projects, and other enterprise-wide IT-management related initiatives; security program-related organization/process reviews, implementation evaluations, and other internal and external customer security support projects performed by CSD’s security specialists.

BPS Awarded IT Advisory & Business Performance Support Services BPA with Department of the Interior

(February 17, 2021) Business Performance Systems (BPS) is honored to have been awarded a prime contract on a newly established, $44M, 5-year BPA on its GSA MAS (IT-70) vehicle from the Department of the Interior (DOI) to provide IT Advisory & Business Performance Support Services.

Team BPS will support DOI Bureaus/Offices and the OCIO Enterprise with IT professional services and comprehensive technology advisory and analysis to assess OCIO operations, identify strategies, and better manage IT resources.  These services include a broad spectrum of performance requirements related to information technology management and operations support and are inclusive of advisory services such as the identification of strategic developmental opportunities and assisting OCIO Divisions in understanding and mitigating risks, enhancing information security, and assisting in the development of cost-effective IT policy initiatives.

BPS Awarded Prime Contract for Independent Verification and Validation (IV&V) for NewPay Implementation with the U.S. General Services Administration Quality Service Management Office

(September 30, 2020) Business Performance Systems (BPS) is honored to have been awarded a $5M, 5-year prime contract by the General Services Administration (GSA) to provide independent verification and validation (IV&V) services for NewPay implementation.

NewPay is the government-wide shared service launched by the GSA to modernize and improve federal payroll services while reducing long-term costs. It will harmonize agency legacy systems into a modern, commercial, standards-compliant Software as a Service (SaaS) solution that ensures consistency in payroll outcomes across the federal environment.  Under President’s Management Agenda (PMA), GSA is designated as the Quality Shared Services Management Office (QSMO) responsible for the delivery of Civilian HR Transaction Services, the scope of which includes NewPay’s areas of focus — Payroll and Work Schedule and Leave Management (WSLM). The NewPay solution will establish a shared service in line with the PMA that aligns with GSA’s strategic plan and provides a modern infrastructure based on Software as a Service (SaaS), improves security, and delivers a consistent customer experience based on agreed-upon business  and data standards.

Beyond general services to assist the QSMO, including developing various program components to substantiate a concept of operations, BPS will support GSA by providing program-level IV&V support to ensure that NewPay is broadly managing risks, requirements, and operations in an optimum manner; oversight and IV&V advisory support to the baseline development of NewPay solutions that will be made available for deployment at the SSP and agency level; and IV&V support related to specific product and solution deployments.

BPS Wins Recompete of Grants.gov Program Technical Support Contract

(September 14, 2020) Business Performance Systems (BPS) was recently awarded an ~$8M, 5-year contract on its GSA MAS (IT-70) vehicle from the U.S. Department of Health & Human Services (HHS) Grants.gov program to continue to provide Program Technical Support. Under this new contract, BPS’ roles include program technical support task management, independent verification and validation (IV&V), technical management support, and Information Technology (IT) program management support.

Having served the Grants.gov program since inception, we are proud and honored to have been selected to continue to be of service. By the end of this award’s period of performance in 2025, BPS will have been providing PMO support for nearly 25 years to the program and agency.
