BPS was awarded a 5-year subcontract by National Assessment of Educational Progress (NAEP) Planning & Coordination contractor Educational Testing Services (ETS) to develop and implement a Quality Management Framework to assist in further improving overall quality of the NAEP program to the next level.
Working closely with ETS and other NAEP Alliance contractors, BPS will develop a cross-Alliance Quality Plan built on a common framework that addresses quality assurance, quality control, and continuous improvement. The Quality Plan will define a common framework to coordinate individual Alliance partner quality efforts, eliminate potential gaps, and improve accountability for total program quality. Given that the function of each contractor is highly differentiated from those of the other contractors, the Alliance Quality Plan will focus on common components and coordination across the Alliance, e.g., handoffs, version control, and validation. It will also focus on critical processes that are conducted by individual contractors but are dependent upon one another for completion.
NAEP, also known as the Nation’s Report Card, is an annual program of assessment for K-12 students across the nation in various subjects such as reading, mathematics, U.S. history, and civics. The NAEP assessment involves thousands of teachers and hundreds of thousands of students in the years in which there are state-level assessments. The National Assessment Governing Board (“NAGB”) is an independent, bipartisan organization that oversees NAEP and the National Center for Education Statistics (“NCES”), within the Department of Education, is responsible for administering NAEP.
