GSA Multiple Award Schedule (MAS) (Formerly IT Schedule 70) (47QTCA23D001P)

GSA MAS is the largest and most widely used federal contract vehicle for IT services. It offers the largest selection of vendors and helps streamline acquisitions through standardized terms and on-line RFQs. Federal buyers simply define the work scope (with an SOW, PWS, or SOO), search for vendors on GSA Advantage (e.g., Search > Services > "PMO Support"), issue an RFQ using an eBuy template, evaluate responses, and make an award. Detailed instructions can be found on the GSA website. Note that Schedule 70 was recently consolidated into the GSA Multiple Award Schedule (MAS), but the ordering procedures are the same. When ordering, use the special item number (SIN) for IT Professional Services (54151S, formerly 152-51). Common NAICS codes for IT services are 541512 (Systems Design), 541511 (Programming), 541611 (Management Consulting), and 541519 (Other Computer Related Services).

Labor Categories

BPS defines eight labor categories, from Technical Director to Assistant Consultant, to provide the appropriate level of expertise for all your needs at the lowest possible cost.  All labor categories are for IT services only.  For management consulting and related professional services, please see SIN 541611.

 

Technical Director
  • Experience: Twenty years in a related field, including ten years in a management/lead position.
  • Functional Responsibility:  Defines technical and business initiatives for programs and companies.  Possesses and applies recognized expertise in the field to provide leadership and guidance across multiple programs, or has primary responsibility for operations and performance of one or more business units.  Recognizes emerging needs and establishes goals and work priorities.
  • Education: Masters degree in computer science, engineering, math, physics, or similar technical field related to the work performed, or equivalent additional experience.  Equivalent additional experience is any combination of relevant work and formal education totaling eight years.
Principal IT Consultant
  • Experience: Fifteen years in a related field, including five years in a management/lead position.
  • Functional Responsibility:  Defines strategic solutions to important initiatives.  Works collaboratively with senior personnel across organizational units to achieve objectives.  Uses extensive experience and knowledge in the field to provide leadership and guidance across multiple projects.  Participates in the development of goals and develops effective strategies to meet them.  Has primary responsibility for technical, schedule, and cost performance on one or more projects.
  • Education: Masters degree in computer science, engineering, math, physics, or similar technical field related to the work performed, or equivalent additional experience.  Equivalent additional experience is any combination of relevant work and formal education totaling six years.
Staff IT Consultant
  • Experience: Ten years in a related field, including three years in a management/lead position.
  • Functional Responsibility:  Synthesizes and leads projects to achieve specified objectives.  Works directly with customers to define needs, develop solutions, and plan work.  Uses experience and knowledge in the field to formulate innovative and practical solutions.  Performs complex tasks without supervision, and typically supervises other project team members.  Has primary responsibility for technical, schedule, or cost performance for a project.  Implements critical portions of the overall solution.
  • Education: Bachelors degree in computer science, engineering, math, physics, or similar technical field related to the work performed, or equivalent additional experience.  Equivalent additional experience is any combination of relevant work and formal education totaling four years.
Senior IT Consultant II
  • Experience: Eight years in a related field.
  • Functional Responsibility:  Leads substantial tasks to achieve project objectives.  Works with project staff to refine needs, develop solutions, and plan work.  Performs complex tasks with minimal supervision, and occasionally provides oversight of other project team members.  Defines the solution framework/architecture and methods that are used by other team members.  Uses extensive knowledge of solution patterns, alternative tools, programming languages, and methods to synthesize innovative solutions to complex problems.  Has primary responsibility for delivery of a critical solution component.
  • Education: Bachelors degree in computer science, engineering, math, physics, or similar technical field related to the work performed, or equivalent additional experience.  Equivalent additional experience is any combination of relevant work and formal education totaling four years.
Senior IT Consultant I
  • Experience: Five years in a related field.
  • Functional Responsibility:  Leads activities to achieve task objectives.  Works as part of a project team to refine requirements and develop solutions.  Performs complex tasks with minimal guidance, and occasionally provides oversight of other project team members.  Uses specialized knowledge of contemporary tools, programming languages, or methods to implement portions of the overall solution.
  • Education: Bachelors degree in computer science, engineering, math, physics, or similar technical field related to the work performed, or equivalent additional experience.  Equivalent additional experience is any combination of relevant work and formal education totaling four years.
IT Consultant
  • Experience: Two years in a related field.
  • Functional Responsibility:  Works as part of a project team to design and implements components of the overall solution within a specified framework using knowledge of contemporary tools, programming languages and methods.  Performs complex tasks with some guidance.
  • Education: Bachelors degree in computer science, engineering, math, physics, or similar technical field related to the work performed, or equivalent additional experience.  Equivalent additional experience is any combination of relevant work and formal education totaling four years.
Junior IT Consultant
  • Experience: None required.
  • Functional Responsibility:  Implements solutions for well-defined portions of a project by applying general knowledge of technologies and applications.  Works as part of a project team to deliver solutions to customers.  Performs complex tasks with substantial supervision.
  • Education: Bachelors degree in computer science, engineering, math, physics, or similar technical field related to the work performed, or equivalent additional experience.  Equivalent additional experience is any combination of relevant work and formal education totaling four years.
Assistant IT Consultant
  • Experience:: None required.
  • Functional Responsibility:  Supports the work of a project team to deliver solutions to customers.  Performs technical or administrative tasks under the direction of another team member.  Investigates specific technical issues, maintains project databases and edits project documentation.
  • Education: High school diploma or two years in a recognized technology magnet school program.

One Acquisition Solution for Integrated Services (OASIS) – Small Business (SB) Pool 1 Contract (47QRAD20D1015)

BPS is a subcontractor on the OASIS SB Pool 1 Multiple Award (MA), Indefinite Delivery, Indefinite Quantity (IDIQ) task order contract administered by the General Services Administration (GSA).

OASIS Overview

The GSA OASIS contract helps government agencies acquire hybrid program management, management consulting, financial, logistics, engineering and scientific professional services. The goal of OASIS SB is to provide a total solution for agencies, while maximizing opportunities for small businesses. The OASIS vehicle can be used by all federal agencies and GSA approved entities, and is designed to address agencies’ needs for a full range of service requirements that integrate multiple professional service disciplines with the flexibility for all contract types and pricing at the task order level.
