BPS Awarded Prime Contract for Independent Verification and Validation (IV&V) for NewPay Implementation with the U.S. General Services Administration Quality Service Management Office

(September 30, 2020) Business Performance Systems (BPS) is honored to have been awarded a $5M, 5-year prime contract by the General Services Administration (GSA) to provide independent verification and validation (IV&V) services for NewPay implementation.

NewPay is the government-wide shared service launched by the GSA to modernize and improve federal payroll services while reducing long-term costs. It will harmonize agency legacy systems into a modern, commercial, standards-compliant Software as a Service (SaaS) solution that ensures consistency in payroll outcomes across the federal environment.  Under President’s Management Agenda (PMA), GSA is designated as the Quality Shared Services Management Office (QSMO) responsible for the delivery of Civilian HR Transaction Services, the scope of which includes NewPay’s areas of focus — Payroll and Work Schedule and Leave Management (WSLM). The NewPay solution will establish a shared service in line with the PMA that aligns with GSA’s strategic plan and provides a modern infrastructure based on Software as a Service (SaaS), improves security, and delivers a consistent customer experience based on agreed-upon business  and data standards.

Beyond general services to assist the QSMO, including developing various program components to substantiate a concept of operations, BPS will support GSA by providing program-level IV&V support to ensure that NewPay is broadly managing risks, requirements, and operations in an optimum manner; oversight and IV&V advisory support to the baseline development of NewPay solutions that will be made available for deployment at the SSP and agency level; and IV&V support related to specific product and solution deployments.
