Our Leadership
David Isaac
Managing Partner
David has over 35 years of experience as a business practice manager and large-scale system architect for a wide variety of information technology initiatives. This experience includes work in e-Government systems, enterprise web applications, data warehousing, satellite data archives, telecom operational support systems, strategic performance management, digital audio networks, and mass storage systems.
He has served in senior technical and management roles for IBM, Mitre, and MRJ (now General Dynamics), and supported strategic technology initiatives for both government and commercial clients including HHS, NARA, ED, USPTO, NASA, OPM, NSA, DEA, DOL, VHA, BCBSA, IBM, BroadBand Office, Warburg-Pincus Ventures, and Prudential Insurance. Recent experience includes conducting technical assessments for HHS Grants.gov, system architecture definition and advanced concept prototyping for NARA's Electronic Records Archive and OPM's Retirement Systems Modernization, strategic IT consulting for NASA’s Earth Science Enterprise, and management of a Federal data warehousing practice.
He has published a number of papers on advanced information systems concepts and co-authored the book Parallel Systems in the Data Warehouse. He holds a Bachelor’s in electrical and computer engineering and a Master’s in systems engineering.
Anish Sharma
Managing Partner

Anish has over 30 years of experience in IT leadership and technical delivery across both federal and commercial clients. His expertise spans systems performance assessment, enterprise architecture, application development, technology strategy, verification and validation, and program management. He has worked extensively in domains such as patents, federal grants, consumer goods, financial services, telecom, and healthcare.
He has held senior technical and management roles for BPS, Ernst & Young, and CSC, supporting agencies and organizations including USPTO, HHS, NARA, DOL/OSHA, CMS, BCBSA, and American Express. Recent experience includes leading performance testing and evaluation of 200+ enterprise systems at USPTO, defining and prototyping the technical concept for Grants.gov, and providing enterprise architecture guidance for OSHA’s next-generation operational system. He also contributed to the design of large-scale data systems for NARA and CMS, as well as collaborative systems for Blue Cross Blue Shield.
Anish has authored white papers and served as a trusted advisor on enterprise IT strategy. He holds a Bachelor’s in Electrical Engineering from the Indian Institute of Technology, an MBA in Finance from Pace University, and certifications including PMP, Splunk, LoadRunner, Java, and Microsoft Certified Systems Engineer.
Devon Powell
Chief Operating Officer
Devon has over 27 years of leadership experience across federal, non-profit, and private sector organizations. His expertise includes program management, strategic planning, business operations, financial management, human resources, IT/IS, contract administration, and organizational governance. He is recognized for his ability to build consensus, manage risk, and deliver innovative solutions that strengthen organizational performance.
He currently serves as Program Manager for the Department of the Interior’s Office of the Chief Information Officer BPA for IT Project and Program Management Services, where he acts as the single point of contact for all BPA-related matters. In his role with BPS, he has managed multiple task orders supporting agencies such as the Department of Education, HHS (Grants.gov), GSA, USPTO, FEMA, and the National Park Service. His background also includes executive leadership in the non-profit sector as COO and Executive Director, where he directed operations, finances, and strategic initiatives for national trade associations and arts organizations.
Devon holds a Bachelor’s in Business Administration from the University of Maryland University College and has completed advanced leadership training, including Ken Blanchard’s Situational Leadership II.
