BPS is a successful small business dedicated to helping organizations improve business performance through the innovative and practical application of technology. Our vision is to provide responsive, innovative, and cost-effective services that result in high-value solutions for our customers. We accomplish this through the use of knowledgeable and experience staff, agile processes, industry-leading tools, and effective collaboration. We have hands-on experience and deep expertise in three main areas:

Business Performance Systems was founded in  2001 by a group of experienced consultants who believed that government organizations and commercial businesses would benefit from practical information technology solutions linked directly to business performance...a belief that was not widely held during the Internet bubble years. The founders also believed that success in today's complex world requires effective collaboration among individuals, teams, and organizations.

These two beliefs continue to drive the company today. Our services emphasize practical solutions that leverage the organization's current resources and help people work effectively together to achieve the goals of the organization.

Business Performance Systems is headquartered in Fairfax, Virginia. Our clients are primarily in the national capital area (including the District of Columbia, Maryland, and Virginia), but range as far as California. For over 15 years we have helped numerous federal agencies successfully improve their organizations through the effective use of technology to support business processes, mission operations, and management decisions. We are proud that our Open Ratings score of 93% reflects our tireless commitment to high customer satisfaction.

Leadership

David Isaac

Managing Partner

David has over 35 years of experience as a business practice manager and large-scale system architect for a wide variety of information technology initiatives. This experience includes work in e-Government systems, enterprise web applications, data warehousing, satellite data archives, telecom operational support systems, strategic performance management, digital audio networks, and mass storage systems.

He has served in senior technical and management roles for IBM, Mitre, and MRJ (now General Dynamics), and supported strategic technology initiatives for both government and commercial clients including HHS, NARA, ED, USPTO, NASA, OPM, NSA, DEA, DOL, VHA, BCBSA, IBM, BroadBand Office, Warburg-Pincus Ventures, and Prudential Insurance.  Recent experience includes conducting technical assessments for HHS Grants.gov, system architecture definition and advanced concept prototyping for NARA's Electronic Records Archive and OPM's Retirement Systems Modernization, strategic IT consulting for NASA’s Earth Science Enterprise, and management of a Federal data warehousing practice.

He has published a number of papers on advanced information systems concepts and co-authored the book Parallel Systems in the Data Warehouse.  He holds a Bachelor’s in electrical and computer engineering and a Master’s in systems engineering.

Anish Sharma

Managing Partner

Anish has over 30 years of business and technical experience including lead roles in both management and technical teams for a variety of Fortune 100 clients and government agencies. His expertise includes systems performance assessment, enterprise Web application architecture and design, technology strategy, and project management.   He has significant experience in a variety of domains including patents, federal grants, consumer goods, financial services, telecom, and healthcare.  He has served in lead technical and team management roles for USPTO, HHS, NARA, DOL/OSHA, CMS, BCBSA, American Express, Ernst & Young, and CSC.

Anish holds a Bachelor’s in electrical engineering, an MBA in finance, and certifications in Loadrunner, Java, and related technologies.
